 ACTS (a Call to Serve) International, a non-profit organization, founded initially in 1992 by Dr. Blair in Mountain View, California was the first American NGO in Georgia. Dr. Patricia Blair, the President of the organization first visited Georgia in 1991, leading the American Emergency Physician’s group, in direct response to colleagues from Georgian Medical Association for assistance following the collapse of the Soviet Union.


ACTS Georgia, affiliate of ACTS International, a citizen-based non-profit organization was legally registered on September 22, 1992, headed by Patricia Blair. Dr. George Tsilosani is the President of the organization since 1994 .


ACTS accomplishes its activities according to the Agreement between the Government of the Republic of Georgia and the Government of the United States of America Regarding the Cooperation Facilitate Humanitarian and Technical Economic Assistance ratified by the parliament of Georgia in 1996. ACTS has been accomplishing its countrywide activities through its major office in Tbilisi and the regional offices.
